As usual, each tier is separated into the Warrior, Mage, Tank, and Support classes. So when comparing units, it would be best to compare them within the same class, rather than across classes. Within each tier the order does not matter.

Every unit is evaluated at their FULL POTENTIAL (maxed weapon with ascend if they have one, maxed out legacy, maxed out co-op, maxed out shogi, etc.) A unit’s usefulness on a team and how high that team is ranked within the list of current meta(s) are the main criteria for evaluating its tier. However, some units like Kamui Kakashi just have such insane kits that even though they don’t belong on any current meta(s), I can’t put them too low. Also, a unit’s ability to counter the current meta(s) is highly valued (e.g., Jiraiya).

Furthermore, a unit’s tier is also judged with bugs in mind. Therefore, even though BL Konan both forms (pursuit bug), and Hiruko (Fusion 1 bug) should be ranked higher, their bugs prevent them from reaching their full potential, so they are ranked lower. (Keep in mind, BL Konan WARRIOR actually ranks even lower than what I have her here because the pursuit is a MAJOR part of her kit as a DPS—tank form isn’t impacted as hard from not having pursuit. But I didn’t want to create another tier, so there she is lol.) (Also, Hiruko jumps up to the very top tier among the URs with Fusion 1 bug fixed, which lets him passively nuke an entire team, thus making him a premium anti-burst unit.)

Now this part is for the people who look at this tier list for guidance on what units to use and what units to feed. First thing’s first, JUST PLAYING UNITS IN HIGH TIERS DOES NOT EQUAL A GOOD TEAM (unless you’re @Kazaki | 洛神 | S44 ). Please consult veterans when building a team. Secondly, if you’re still in the pre-9/10 star phase, please do not upgrade any units that appear above the “9/10 Filler” tier (since your early units will become 9/10 star food for your actual main units). Once you have consulted a veteran, then you can start working on your main units and using units in the “Decent” to lower tiers as fodder who are not necessary to your team even as co-ops. ALSO, please do not upgrade any Sen/Kin units as they are very rare and expensive. Sen/Kin units should not be wasted on upgrading 9/10 star food. They should only be used as food to upgrade your main units that happen to be Sen/Kin.

Lastly, just to clarify, there are some future Sen/Kin co-ops that might be added to our game, which includes Byakugo Sakura and Rinnegan Sasuke, which is why they are in the “Ass but Keep” tier.

P.S. Jiraiya and Asura = anti-Rebirth; Momo, 8gg, and Sasori = anti-Wobirama

Jiraiya (spams kill pursuit nukes)
Asura (Charged dmg from weapon ascend triggers after Survival procs)

Momo (MUST be played with solo back row Raikage w/ highest ATK, and Momo MUST be front/mid row. Momo’s special stacks which reduces single DMG taken by 45% can stack up to 5—which can be consumed to reduce all of Wobirama’s nuke DMG. Must be played with Rai because Rai is the only unit who can be targeted by Momo’s buffs while having high enough DMG Res and DMG Share to tank those hits.)
8gg (S4 Invincibility lets him tank all of Wobirama’s nuke without dying. This means the rest of the team won’t have to take on segments of the main DMG, which drastically increases survival rate. Must be played as solo back row if used to counter Wobirama.)
Sasori (protects one random back row unit with ridiculous amount of DMG reduce and reflect while also adding DMG Res on the side. This improves the back row unit’s survival rate against Wobirama drastically. This tactic is recommended with solo back row Raikage or your tankiest tank.)

OH and as for Yang, yes he got upscaled . Sorry but Hiruko’s spd buff makes Yang at least playable in spd burst comps.
